Is there a problem with your Dial-Up Networking configuration?
Remove Dial-Up Networking and then reinstall it. (You may be asked for your
Windows 95/98 CD. Make sure you have this handy when you begin this procedure.)
To remove Dial-Up Networking

Click Start, point to Settings, click
Control Panel, and then double-click Add/Remove
Programs.

On the Windows Setup tab, click
Communications, and then click Details.

In the Communications dialog box, click to clear the
Dial-Up Networking check box, click OK,
and when prompted, restart your computer.
To reinstall Dial-Up Networking
-
Click Start, point to Settings, click
Control Panel, and then double-click Add/Remove
Programs.

On the Windows Setup tab, click
Communications, and then click Details.

In the Communications dialog box, click to select the
Dial-Up Networking check box, click OK,
and when prompted, restart your computer.
